Is Philanthropy the Gateway to power?

In an interview at Fast Company, Sterling Cooper claims boldly that "Philanthropy is the Gateway to Power". The article goes on to say that is has always been the domain of the wealthy and the powerful - to be let in, is the doorway to power.
The article's author goes on to list three important benefits of Corporate Social Responsibility:

In England, Suffolk is starting a School for Social Entrepreneurs to sustain the county's prosperity, and in India the President of the Associated Chambers of Commerce and a Member of Parliamentary Committee on Finance are defending CSR as a way of transforming the nation.
Summing up, what one person sees as benefitting his career, others use to build companies or transforming society, be it on a county or national scale, however you see it - CSR has become both a skill and a technique in the modern leader's toolkit.
